Guidelines to identify skill needs

This report presents the ISSO Skills Intelligence Model, developed within the ERASMUS+ P4ELECS project, which helps bridge the gap between fast technological change and the slower evolution of education and training systems.

The model provides a structured way to identify emerging skill needs in areas such as energy and mobility and translate them into clear learning outcomes. These outcomes are used to design modular training content, including courses and micro-credentials, that better match real industry needs.

Developed by ISSO in collaboration with UCLL, the approach brings together experts from education, research, and industry to analyse new technologies, map their impact on jobs, and define the skills required in the future. A key tool in this process is the ULO Generator, which converts occupational tasks into structured learning outcomes covering knowledge, skills, and attitudes.

The result is a flexible and evidence-based framework that supports curriculum development across different education levels. It helps education and training systems adapt more quickly to technological innovation and labour market changes, ensuring that learners are better prepared for the jobs of the future.
